The Texas Department of Family & Protective Services (DFPS) is seeking applications from licensed Child Placing Agencies (CPA) to provide Treatment Foster Family Care (TFFC) Residential Child Care Services for children in its managing conservatorship. The goal of the TFFC program is to provide highly qualified services through a time-limited TFFC home for children with complex mental health and behavioral needs, utilizing treatment models that incorporate evidence-based or research-supported practices. The services will be provided in a highly structured family home environment, with the aim of preventing the need for placement in a Residential Treatment Center (RTC) and assisting in transitioning the child to a less restrictive, permanent placement.
Key responsibilities of the contractor will include:
• Providing 24-hour, in-home crisis intervention and placement stabilization services to children and their families
• Providing strong clinical supervision and support for case managers and TFFC foster parents
• Coordinating and facilitating pre-placement staffing with CPS caseworkers and other interested parties
• Ensuring that children receive required CANS assessments and that their progress is tracked and documented
• Providing discharge planning and transition services to ensure continuity of care
• Maintaining a tracking system to record and document DFPS referrals and discharges
• Submitting reports and data to DFPS as required
Eligible applicants must be licensed CPAs with experience providing treatment services to children with complex mental health and behavioral needs. They must also have a trauma-informed treatment model that is research-supported or evidence-based and approved by DFPS.
