Budget estimate

$8,000,000 – $15,000,000

The RFP does not disclose a total contract value. Based on the per‑diem rates shown in the cost tables (approximately $250‑$300 per youth per day), an assumed average occupancy of 20 youths, and 304 service days per year, annual operating costs are roughly $1.5 million. Over the 7‑year base term this yields about $10.5 million, with potential adjustments for inflation and renewals pushing the total toward $12‑$15 million. Therefore a reasonable budget range for the vendor is estimated between $8 million (conservative low‑occupancy, lower per‑diem) and $15 million (full occupancy, higher per‑diem and renewal periods).
