Therapeutic Foster Care Services

The County of Orange Health Care Agency is seeking a qualified organization to provide Therapeutic Foster Care (TFC) services for youth with significant emotional and behavioral needs. The contractor will deliver intensive, family‑like clinical interventions, recruit and train foster parents, provide ongoing clinical supervision, ensure Medi‑Cal compliance, and coordinate care with child‑serving systems. The contract will be awarded to one organization (or potentially multiple) on a fee‑for‑service Medi‑Cal model, with a term that may be renewed subject to performance and funding. • Scope: Full‑service TFC program – recruitment, training, supervision of foster parents, clinical services, data reporting, and coordination with County agencies. • Target population: Children and youth (under 21) with complex emotional/behavioral needs, at risk of placement disruption. • Requirements: California CDSS Foster Family Agency license, CARF/COA accreditation, ability to become a Medi‑Cal SMHS provider, extensive documentation and reporting capabilities, 24‑hour crisis support. • Submission: Electronic proposals via OpenGov portal; questions due 11/23/2026, proposal deadline 11/30/2026. • Evaluation: Written proposal (900 points) plus optional interview (100 points); award based on best value, not lowest cost.
