Description

The South Carolina Department of Mental Health seeks to contract with qualified Community Residential Care Facilities (CRCF) to serve patients with serious mental illness or behavioral disorders who are at high risk for hospitalization. Selected facilities will be placed on a Qualified Provider List and will receive a per‑patient‑day reimbursement for providing 24/7 residential care, regular evaluations, and transition assistance. The contract is a fixed‑price, one‑year base period with up to four one‑year renewal options (maximum five years). Bidders must hold a current SC health‑facility license, cannot subcontract the core services, and must meet insurance and liability requirements. • Provide 24‑hour residential care to high‑risk mental‑health patients and conduct evaluations at least every 90 days. • Submit monthly invoices listing patient days; payment rate capped at $42 per patient per day. • Maintain licensing, insurance, and a Memorandum of Agreement with the local Community Mental Health Center; facilities must be located in designated counties.

Budget estimate

$750,000 – $7,500,000

The contract pays a maximum of $42 per patient per day. Assuming a modest facility serves 10 patients continuously, annual revenue would be about $153,300 (42 × 365 × 10). Larger facilities serving up to 100 patients could generate roughly $1.53 million per year. Over the maximum five‑year term, the contract value could range from approximately $750,000 to $7.5 million, depending on the number of patient‑days billed. Factors influencing the budget include the number of beds licensed, occupancy rates, and the number of facilities awarded the contract.
