The State of South Carolina’s Housing Finance and Development Authority is seeking a qualified contractor to perform underwriting compliance reviews for its mortgage‑purchase programs (Mortgage Revenue Bonds, To‑Be‑Announced, and Mortgage Tax Credit). The contractor will receive loan files electronically, determine eligibility, issue a determination within 24 hours, report any delays, condition the file, prepare conditional commitments, and assist with audit‑response and record‑keeping. Work is performed remotely for the SC Housing office in Columbia and is governed by a fixed‑price, quantity‑based contract lasting seven years, with annual renewal options.
• Review loan files for program‑specific eligibility (MRB, MCC, TBA, etc.) and credit quality.
• Issue initial determinations within 24 hours of receipt; notify SC Housing of any delay > 2 business days.
• Prepare conditional commitments, coordinate with lending partners, and support post‑closing audit requests.
