Consultant Services To Obtain Prohousing Designation

The County of Lake is seeking consultant services to develop an implementation plan to obtain the Prohousing Designation. The plan will be created with input from County Staff and Community Engagement, and the objective is to increase the availability of housing by streamlining the permitting process, rezoning, and implementing incentive programs. The scope of services includes meeting Pro-Housing Threshold Requirements, leading the public participation process, and completing the Prohousing Checklist and Application. The successful consultant will be expected to provide a plan that meets the requirements of the Prohousing Designation Program and helps the County achieve its goal of obtaining the designation by Spring 2027. Key tasks include: • Creating and adopting a formal resolution for the Prohousing Designation Program • Preparing a proposed policy completion schedule • Completing the Self-Scoring Sheet • Providing examples of Prohousing Policies with Enhancement Factors • Creating a Homeless Encampment Template • Leading a diligent public participation process • Completing the Prohousing Checklist and Application
