Request for Applications - Consultant and Management Entity Approval

The State of Oregon’s Department of Human Services is creating a pre‑qualified list of consultants that residential care and assisted‑living facilities (including memory‑care communities) may hire to achieve or maintain licensing compliance. Selected consultants will provide advisory, operational, clinical, and regulatory guidance, conduct on‑site reviews, and submit detailed compliance reports. The solicitation does not involve direct State payment; facilities will contract and pay the consultants directly. • Minimum qualifications include a current Residential Care Facility Administrator license and at least three years of recent experience managing Oregon RCF/ALF facilities (including memory‑care endorsement if applicable). • Services cover a broad spectrum of compliance domains: resident rights, abuse reporting, staffing, RN assessments, medication administration, dementia care, and more. • Consultants must be able to engage on a month‑to‑month basis, with at least a one‑month contract for new licensees and a six‑month minimum for ongoing support after licensure.
