The City of Santa Barbara seeks a Construction Manager‑at‑Risk (CMAR) firm to lead the design‑build delivery of the Cabrillo Boulevard widening, replacement of the Union Pacific Railroad bridge, and removal of the Los Patos Way undercrossing. The CMAR will provide pre‑construction services—including design review, shoring and falsework design, value‑engineering, schedule and cost modeling, risk management, and procurement planning—and, if awarded, will manage the full construction phase, overseeing subcontractor performance, maintaining the guaranteed maximum price, ensuring compliance with safety, environmental, and prevailing‑wage requirements, and delivering the project on a two‑year construction schedule.
• Pre‑construction: constructability reviews, shoring/falsework design, cost estimates, risk register, procurement plan, and GMP proposal.
• Construction: schedule management, QA/QC, subcontractor coordination, bond and insurance compliance, and delivery of as‑built documentation.
• Required compliance: Davis‑Bacon, Build‑America/Buy‑America, City Community Workforce Agreement, rail‑insurance, and extensive reporting/meeting deliverables.
