Polygraph Testing and Employee Examination Services

The City of Tucson is seeking proposals from qualified firms and individuals to provide Polygraph Testing and Employee Examination Services for the Tucson Police Department on an as-needed, if-needed basis. The successful offeror(s) will be required to provide polygraph examinations as requested by the Tucson Police Department, including pre-employment testing for police officer applicants, reserve officers, civilian applicants, administrative investigations, specific-issue examinations, and retesting of individuals. The offeror must have a current membership in good standing with the American Polygraph Association (APA) and all individuals administering examinations must have graduated from an APA-certified polygraph school and possess a final polygraph certificate issued by an APA-certified institution. Some key points to consider are: • The City may make multiple awards as a result of this solicitation. • The contract may be terminated at any time with 30 days' notice. • The successful offeror(s) must provide services on an as-needed, if-needed basis. • No volume of services should be assumed or is guaranteed. • The offeror must maintain secure records of all polygraph examinations for a minimum of five years. • The offeror must permit the City to inspect all examination-related records upon request. • The City may undertake any additional investigations it deems appropriate to evaluate the competence and financial stability of any offeror.
