The California State Lottery is seeking a qualified independent Certified Public Accountant (CPA) firm to provide comprehensive annual audit services and related agreed‑upon‑procedure (AUP) engagements for its financial statements, Mega Millions, and Powerball draw activities. The contract will be a three‑year fixed‑price agreement with options for two additional one‑year extensions, and the maximum combined budget for the first year is $235,000. The selected firm must demonstrate extensive government or large‑entity audit experience, meet stringent CPA licensing and peer‑review requirements, and comply with California’s information‑security standards, including ISO 27001 and NIST 800‑53. All mandatory proposal forms and certifications must be submitted via the Lottery’s secure Liquid Files portal by the deadline.
• Perform GAAS‑compliant audits of the Lottery’s financial statements for each fiscal year (July 1 – June 30).
• Conduct AUP engagements for Mega Millions and Powerball, providing management letters and certification of draw‑activity data.
• Deliver monthly progress updates, maintain audit work papers for Review by the Lottery, State Controller, and other oversight agencies, and adhere to strict data‑security and reporting requirements.
