Laramie River - Hart Ranch Restoration

The Laramie Rivers Conservation District (LRCD) is seeking professional engineering services to design a ecological restoration of a 2.9‑mile segment of the Laramie River within the Hart Ranch area. The consultant will develop multiple design alternatives, conduct hydrologic, geomorphic and hydraulic analyses, produce 10%, 60% and 100% design packages, and optionally assist with bid preparation, construction oversight, cultural resource and wetland surveys. The work must align with water‑quality, fish‑habitat, channel‑stability and riparian‑wetland goals, and fit within a construction window of July‑September while avoiding brown‑trout spawning periods. • Scope includes design development, cost estimating, permitting support (USACE, DEQ, etc.) • Deliverables: design reports, calculations, specifications, final cost estimates, optional bid documents and construction monitoring • Timeline: Design phases run Dec 2026‑Nov 2027; optional construction oversight may extend to Dec 2029 • Mandatory on‑site pre‑proposal meeting/visit on Oct 6, 2026 • Submission deadline: Nov 9, 2026 (email or three hard copies) • Award notification expected Nov 30, 2026
