Space-to-Space (S2S) Communication Broad Agency Announcement (BAA)

The Space Systems Command (SSC) is seeking state-of-the-art technology advancements in proliferated low Earth orbit (pLEO) for Space-to-Space Communications. The Government is soliciting technology project contracts through this Broad Agency Announcement (BAA). The purpose of this BAA is to address near-term pLEO technology challenges in two overarching areas: Space-to-space communications and Space Networking. The BAA is looking for input from industry on how to approach assembling, leveraging, and incentivizing an "Industry Consortium for Space-to-Space Communications" (ICSSC). The ICSSC will be tasked with solving technical and integration challenges as the Government fields the proliferated LEO space-to-space communications mesh. Some key points to consider include: • Cooperative technical development and demonstrations • Open standards and interface controls • Interoperable network layer • Cybersecurity framework • Test and evaluation infrastructure and campaigns • Constellation management • Spectrum and regulatory coordination • Broadband interoperability
