Demolition and Construction of Thayer Hall at the United States Military Academy, West Point, New York.

The U.S. Army Corps of Engineers, New England District is soliciting qualified firms to act as Construction Manager at Risk (CMAR) for the demolition of the existing Thayer Hall and construction of a new facility at the United States Military Academy, West Point, NY. The effort will be carried out under an Other Transaction Agreement (OTA) pursuant to 10 U.S.C. 2808a, emphasizing early contractor involvement to optimize design, constructability, cost, and schedule. The selected manager will collaborate with the design team throughout design development, provide value‑engineering input, and assume full construction responsibility once the design is finalized. • Demolition of the existing Thayer Hall structure. • Design‑build of a new academic/administrative building meeting USMA specifications. • Early contractor involvement for constructability reviews, cost estimating, and value engineering. • Management of all construction risks under a CMAR contract. • Compliance with federal acquisition statutes and OTA requirements.
