Request for Proposal (RFP) for Independent Verification & Validation (IV&V)

The State of Missouri is seeking a vendor to provide Independent Verification and Validation (IV&V) services for the Missouri Vital Enterprise Resource System (MOVERS) project. The IV&V contractor will provide an independent assessment and reporting on the status of the MOVERS project, ensuring that the project is on track to meet its goals and objectives. The contractor will operate under a dual-reporting structure, reporting functionally to the MOVERS Oversight Committee and administratively to the MOVERS Program Executive. The contractor must maintain strict independence and objectivity in their assessment and reporting. Some key points to consider: • The MOVERS project is a statewide initiative to implement a modern, enterprise-wide system for financials, human resources, budget, procurement, and other critical services. • The IV&V contractor will provide independent verification and validation services to support the successful implementation of the MOVERS system. • The contractor must have experience in providing IV&V services for large-scale IT projects. • The contractor must be able to operate independently and objectively, without any conflicts of interest. • The contract period is from the effective date of the contract to June 30, 2028.
