Description

Washington County’s Addictions Program is seeking qualified providers to deliver peer‑delivered Substance Use Disorder (SUD) services to residents enrolled in County specialty programs (e.g., Community Opioid Response Team, Juvenile Department, jail and probation settings) for a five‑year period beginning July 1 2027. Providers must employ Certified Recovery Mentors, Peer Support Specialists, or Peer Wellness Specialists who meet Oregon certification standards, maintain required insurance, and deliver services that are recovery‑oriented, trauma‑informed, and evidence‑based. The contract includes optional participant supports (e.g., transportation, naloxone, community services) and requires quarterly reporting, invoicing, and compliance with 42 CFR Part 2. Awards will be made by September 11 2026 with an option to renew annually. • Service period: July 1 2027 – June 30 2032 (5 years) • Target population: Washington County residents in specialty SUD programs (jail, probation, community, youth) • Required staff: Certified Recovery Mentors, Peer Support Specialists, Peer Wellness Specialists with Oregon certifications • Mandatory qualifications: 2 + years peer‑service experience, specific insurance limits, compliance with OAR 950‑060 regulations, and MHACBO certification for CRMs • Deliverables: Peer mentoring/coaching, recovery resource linking, group facilitation, community building, after‑care, participant supports (transport, naloxone, etc.) • Reporting: Quarterly performance reports, invoice submission, contract check‑ins, compliance reviews • Funding: Not guaranteed equal amounts; based on services rendered, utilization, and negotiated budgets; five‑year term with annual renewal options

Budget estimate

$1,250,000 – $5,000,000

The solicitation does not disclose a total contract value. Based on typical peer‑support contracts for a county‑wide program covering multiple sites (jail, probation, community centers) over five years, annual budgets often range from $250,000 to $1,000,000 depending on staffing levels and participant volume. Assuming an average of $500,000 per year, the total contract could be roughly $2.5 million, with a possible low‑end of $1.25 million (if fewer participants) and a high‑end of $5 million (if extensive services and participant supports). Factors influencing the final amount include the number of Certified Recovery Mentors hired, the volume of participant supports funded, and annual renewal negotiations.
