Description

The Multnomah County Department of Health (Behavioral Health Division) seeks qualified providers to deliver comprehensive Alcohol and Drug Withdrawal Management Services to indigent, under‑insured, or uninsured adults residing in Multnomah County. Services must meet Oregon state detox standards and ASAM criteria across ambulatory, residential, and inpatient levels of care, include medication‑assisted treatment, address stimulant and benzodiazepine withdrawal, and be culturally responsive and trauma‑informed. The contract is a five‑year, fee‑for‑service, cost‑reimbursement agreement with annual funding determined by projected utilization; funding is not guaranteed and will fluctuate yearly. • Provide ASAM Level 1‑WM & 2‑WM ambulatory detox, Level 3.2‑WM clinically managed residential detox, and Level 3.7‑WM medically monitored inpatient detox. • Serve adults ≥ 18 years who are indigent (≤ 200 % FPG) or lack insurance, including LGBTQIA2S+, BIPOC, Spanish‑speaking, older adults, and persons with disabilities. • Deliver full biopsychosocial assessments, individualized treatment plans, medication‑supported recovery protocols, and coordinated transition to lower levels of care. • Meet Oregon OAR 415‑050‑0000‑0095 detox standards, hold OHA approval, maintain required insurance, and comply with performance‑based metrics (access, engagement, retention, completion). • Submit a narrative (max 15 pages) and detailed budget using the county fee schedule; must achieve ≥ 70 % of total evaluation points to qualify for the vendor pool.

Budget estimate

$2,500,000 – $7,500,000

Because the solicitation uses a fee‑for‑service model based on OHA‑approved per‑day rates (e.g., $952.61 for medically monitored inpatient detox, $78.44 for ambulatory detox) and the County will fund services annually according to projected utilization, total contract value can vary widely. Assuming a modest volume of 300 inpatient detox days, 500 residential detox days, and 1,200 ambulatory detox days per year, annual reimbursements could range from ~$500,000 to $1.5 million. Over the five‑year term, the total expected budget could therefore be roughly $2.5 million to $7.5 million, depending on actual client volume and ancillary costs. This estimate reflects per‑day rates, staffing, overhead, and client‑assistance items described in the budget template.
