Engineering Services for Middle Basin Wastewater Treatment Facility Digester & Solids Improvement Project

The Johnson County Wastewater (JCW) department seeks a qualified consulting firm to provide comprehensive engineering services for the pre‑design, detailed design, and construction‑phase support of major upgrades to the solids processing train at the Douglas L. Smith Middle Basin Wastewater Treatment Facility in Overland Park, KS. The scope includes digester rehabilitation, new digested sludge storage tank, a new dewatering building, associated utility and safety upgrades, and public‑relations outreach. The contractor will also manage project administration, budgeting, asset onboarding, and coordination with a Construction‑Manager‑At‑Risk (CMAR) partner. • Provide Basis of Design Report and detailed design documents for digester and solids‑treatment upgrades. • Conduct coordination with CMAR, develop Guaranteed Maximum Price, and support construction‑phase services. • Deliver project‑management services: kickoff, bi‑monthly progress meetings, monthly invoicing, progress reports, and decision‑log maintenance. • Execute public‑relations program (community meetings, website, outreach materials). • Perform asset‑management integration (asset onboarding, hierarchy updates at 30 %, 60 %, 90 % design milestones). • Mandatory pre‑proposal virtual meeting 9 Sept 2026; questions due 21 Sept 2026; proposal deadline 1 Oct 2026. • Project anticipated to begin design work shortly after award, with construction start projected for 15 Mar 2027.
