The USDA is seeking a commercial landlord to provide a fully‑serviced, turnkey lease of approximately 5,064 RSF of office and related space in Delaware County, Ohio, to serve a Service Center. The lease must include all utilities, janitorial services, security, and required parking, and must meet extensive federal requirements for accessibility, security (Facility‑Security‑Level I), energy efficiency, and flood‑plain avoidance. The successful lessor will be responsible for tenant‑improvements (demolition, new HVAC, ADA‑compliant finishes, security systems, etc.) and must deliver the space within 120 working days after award. The contract runs a ten‑year term (five‑year firm term) with a 120‑day termination option after the firm term and no sub‑leases allowed.
• Total rentable area: 5,064 RSF (≈ 4,220–4,431 ABOA SF).
• Required spaces: 6 government parking, 25 visitor parking, 20 employee parking, private offices, conference room, break room, ADP/server room, secure storage, mud/janitorial room, and ADA‑compliant restrooms.
• Mandatory features: ENERGY STAR label (or cost‑effective upgrades), flood‑plain exclusion, security‑level‑I controls, radon testing, and full compliance with ABAAS/ADA standards.
• Tenant‑Improvement scope includes demolition, new partitions, HVAC, lighting, fire protection, security systems, and data/telecom infrastructure, all to be completed within 120 working days.
