Description
This opportunity seeks a qualified financial‑consulting firm to develop and maintain a parcel‑level database, calculate annual special‑benefit assessments, draft the necessary resolutions, and deliver levy data for the Gateway County Service Area Assessment District. The consultant will serve as the primary point of contact for property‑owner inquiries, coordinate with county assessor and auditor‑controller offices, and produce direct‑bill statements where required. The work is an ongoing five‑year professional‑services contract, paid on a time‑and‑material basis, with strict compliance requirements (DIR registration, insurance, prevailing‑wage, DBE participation, and record‑keeping).
• Develop/maintain a database of ~226 parcels and calculate annual O&M assessments based on engineered methodology.
• Prepare annual resolution, deliver levy data to the auditor‑controller, and issue direct‑bill statements.
• Provide owner support, coordinate with multiple county departments, and comply with California labor, insurance, and DBE regulations.
