Description
The Pease Development Authority (Division of Ports and Harbors) is seeking qualified firms to provide on‑call marine engineering and architectural services for the redevelopment and ongoing operation of former Pease Air Force Base, Skyhaven Airport, and state seaport facilities. Services may include dock and pier design, geotechnical and structural analysis, hydrographic studies, condition surveys, road and pavement work, terminal construction, MTSA security‑related infrastructure, permitting, cost estimating, construction administration, and grant administration. The contract is non‑exclusive, three‑year term with two optional one‑year renewals, and will be awarded to up to three firms that will later submit pricing proposals.
• Required New Hampshire professional engineering and/or architectural licenses.
• On‑call, as‑needed delivery model supporting a variety of maritime and port projects.
• Evaluation based on team experience (40 pts), firm experience (30 pts), approach (25 pts), regulatory familiarity (3 pts), and other factors (2 pts).
• Insurance limits may be satisfied through combined CGL and Umbrella policies per Addendum #1.
