Brand Name Mandatory 3M Scott Functional Testing of SCBAs

The Portsmouth Naval Shipyard is seeking a contractor to provide functional testing of 3M Scott Self-Contained Breathing Apparatus (SCBA) harnesses and hydrostatic volumetric testing of SCBA cylinders. The contractor will be required to perform quarterly testing and provide certification that all equipment meets 3M/Scott Safety requirements. The contractor must be a certified Scott Service Center and have Department of Transportation (DOT) authorization. The period of performance is from January 31, 2026, to January 30, 2027, with options to extend for up to four additional years. • The contractor will be required to test up to 100 SCBA harnesses and 100 SCBA cylinders quarterly. • The contractor must provide certification that all equipment meets 3M/Scott Safety requirements. • The contractor must have a certified Scott Service Center and DOT authorization. • The contractor must provide fully burdened labor rates for unscheduled repairs. • The contractor must provide a proposed fixed percentage markup on commercially procured parts and materials.
