B21 Low Observable/Radio Frequency Hanger (LO/RF)

The U.S. Army Corps of Engineers is seeking information from industry partners for the construction of a new B21 Low Observable/Radio Frequency Hanger at Dyess Air Force Base, TX. The project includes a 95,529 SF hangar with a steel frame, masonry walls, metal roof, secure spaces, and cybersecurity measures, as well as a Radio Frequency Facility with a reinforced concrete foundation, steel frame, metal roof, and powered hangar doors. The project also includes site preparation, utility rerouting, and roadways/parking improvements. The target price range for this acquisition is $280M to $300M, and the estimated duration of the project is 1,217 calendar days. Key features of the project include: • Construction of a new hangar and Radio Frequency Facility • Site preparation, including clearing, grading, and demolition of five buildings • Utility rerouting and roadways/parking improvements • Installation of fire protection, climate control, backup power, and RF shielding systems • Compliance with DoD standards for security, anti-terrorism, and cybersecurity • Potential use of a Project Labor Agreement (PLA)
