The Federal Highway Administration (FHWA) has issued an RFI (HPPI_RFI_2026) seeking information from vendors on how they would support the agency’s transportation data program. The scope covers four primary domains:
• Data Collection & Acquisition (field traffic counts, surveys, third‑party data sources)
• Data Processing, Validation, and Methodology Development
• Advanced AI/Analytics, predictive modeling, synthetic data generation
• Information Extraction, visualization, GIS dashboards, and decision‑support tools
The work will be performed under a future multiple‑award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a ceiling of roughly $19 million over five years (minimum $1 million per year). Existing Best‑in‑Class BPAs (e.g., Battelle, Deloitte, Guidehouse, ICF, Leidos, MacroSys, RCF, WSP USA) are in place through 6/26/27, and FHWA expects the new IDIQ to augment and modernize those efforts, especially by leveraging cloud platforms (Azure, AWS GovCloud), AI/ML, and modern data‑engineering tools (SQL, Synapse, PowerBI, Tableau, ArcGIS). Responses are due 9 Oct 2026 2 PM EDT, and vendors may indicate capabilities, past performance, and potential teaming arrangements.
