The Defense Logistics Agency (DLA) Energy is issuing a solicitation for bulk fuel additives – Fuel System Icing Inhibitor (FSII) and Diesel Fuel Additive (LIA) – to be delivered worldwide over a two‑year performance period. The requirement is a small‑business set‑aside (HUBZone, SDVOSB, WOSB/EDWOSB) and follows a requirements‑type firm‑fixed‑price contract with economic‑price‑adjustment. Offers must be submitted electronically via the Bulk Offer Entry Tool (OET) and be FOB Destination. The contract will cover deliveries to more than 70 Defense Fuel Supply Points (DFSPs) across CONUS, Guam, Europe, the Middle East, and Japan, with specific hose, coupler, and PPE requirements at each site.
