Renewable Energy Certificates (RECs) - Basic Ordering Agreement

The Defense Logistics Agency Energy (DLA Energy) is seeking to establish Basic Ordering Agreements (BOAs) with contractors to supply and deliver Renewable Energy Certificates (RECs) to various locations in the Continental United States. The RECs will be used to support the meeting of requirements in accordance with 42 U.S.C. § 15852(a) as amended by EPAct § 203 and the Energy Act of 2020. The BOA will be open for a period of five years, and the Government will accept offers until the 5th anniversary of the solicitation posting date. The scope of work includes the delivery of RECs, which must meet specific definitions and specifications, including being generated from renewable energy resources and being sold separately from their associated electricity. • The BOA Holder will be responsible for delivering all supplies required under each Purchase Order and all modifications under each Purchase Order. • The BOA Holder must source RECs where, at the point of generation, the unbundled product component(s) shall be sold separately from its electricity and transferred to the Ordering Agency. • All REC(s) shall be delivered with the completed appropriate Deliverables identified in Section B, paragraph (d). • The BOA Holder shall adhere to 42 U.S.C. § 15852(a) as amended by EPAct § 203 and the Energy Act of 2020.
