Notice of Intent to Single Source-ALSF-2 Equipment

The Federal Aviation Administration (FAA) is announcing its intent to award a contract based on single-source procedures for the procurement of Approach Lighting System with Sequenced Flashing Lights (ALSF-2) Equipment to be installed at Portland International Airport (PDX). The equipment includes Type FA-32000/3 Semi-Flush Flashers, Type FA-23000/1, FA-23000/2, and FA-23000/3 with supporting equipment, and Type FA-10700 ALSF-2 with supporting equipment and services. The FAA is allowing single-source selection due to the limited availability of certified equipment. • The equipment must be certified to specific FAA standards, including FAA-E-2998, FAA-E-2952, and FAA-E-2689A. • The companies mentioned, ADB Safegate Americas LLC, O.C.E.M. Acquisition Corp, and New Bedford Panoramex (NBP) Corporation, are the only sources that have Factory Acceptance Test (FAT) and In Service Decision (ISD) approved by the FAA. • A competitive solicitation is not available for this procurement. • Responses to this requirement must be directed to Daniel Irungu at [email protected] no later than 2:00pm CT, February 26, 2026.
