United States Space Force (USSF) Battle Management, Command, Control, Communication and Space Intelligence (BMC3I) Satellite Communication Augmentation Resource (SCAR) Program Office (PMO) Commercial Solutions Opening (CSO) Two Phase Closed Variant
The United States Space Force’s SCAR Program Office is seeking commercial firms to provide prototype‑grade Ground Entry Point (GEP) and Network Operations Center (NOC) capabilities that modernize the Satellite Control Network. The effort is structured as a two‑phase Closed Commercial Solutions Opening (CSO): Phase 1 requires a technical White Paper; Phase 2 (for selected firms) requires a full proposal and may result in an Other Transaction Agreement (OTA) or a FAR‑based firm‑fixed‑price contract. Three Areas of Interest (AOIs) are offered: (1) rapid fielding of government‑owned, contractor‑operated TT&C hardware; (2) exclusive‑use leased commercial antenna capacity; and (3) Antenna‑as‑a‑Service (AaaS) using a multi‑tenant ground‑station network. Solutions must be at Technology Readiness Level 7‑9, meet stringent security (Secret clearance, DD 254, CMMC II) and provide standardized RF‑over‑IP or VITA‑49 interfaces, API‑driven tasking, and robust anomaly resolution. The government will award prototype contracts (OTAs) with a strong preference for firm‑fixed‑price terms and may pursue follow‑on production awards based on prototype success.
