Description

The City of Stockton is seeking qualified community‑based organizations to design, implement, and manage a Youth Service Corps program for fiscal year 2027. The program will be funded by California Volunteers (total award $1.5 M, with $655 k earmarked for a single organization) and must be fully expended by December 31 2027. Proposals are due by 2:00 PM PST on October 8 2026. The scope includes program design, youth recruitment (ages 16‑30, with 75 % priority applicants), job placement, compensation (minimum $16.90 /hr), wrap‑around services, reporting, and compliance with insurance, labor and economic‑sanctions requirements. The City will act as fiscal sponsor; the awarded proponent will receive a professional services agreement and may subcontract. Evaluation will consider qualifications, technical approach, staff capacity, trauma‑informed practices, and price. • Funding: $655,000 available for one or more community‑based organizations (multiple awards possible). • Target youth: 16‑30 years, priority to low‑income, justice‑involved, foster‑care, etc. • Program length: Jan 1 2027 – Dec 31 2027 (up to 12 months). • Required deliverables: recruitment, placement, training, workshops, monthly/quarterly reports, surveys, and final impact summary. • Minimum youth wage: $16.90 /hr (or local minimum). • Mandatory insurance and compliance documentation. • Proposal deadline: Oct 8 2026, 2:00 PM PST (electronic or USB flash drive). • Questions due: Sep 16 2026. • Evaluation criteria: qualifications (30 %), service delivery plan (20 %), capacity (15 %), trauma‑informed approach (10 %), price (25 %).

Budget estimate

$100,000 – $700,000

The total grant from California Volunteers is $1.5 M, with $655 K earmarked for a community‑based organization. Because the City may award multiple contracts, a single award could range from a modest $100 K (for a small pilot) up to the full $655 K if a single proponent receives the entire allocation. The estimate assumes the proponent will cover all program costs (staff, youth wages, materials, insurance, reporting) within that budget. Larger organizations with broader capacity could command the higher end, while smaller NGOs might propose a smaller scope and therefore receive a lower award.
