RFP2608-SNA Fiber Infrastructure Asset Assessment, Needs Assessment, and Conceptual Design

The Southside Network Authority (SNA) is seeking proposals from qualified Professional Infrastructure Services Firms (ISFs) to plan Fiber Optic Infrastructure projects in the Hampton Roads region. The project will be divided into two phases, with the first phase including an Asset Assessment, Needs Assessment, and Conceptual Design. The goal is to secure the services of one or more ISFs to perform similar projects throughout the region with multiple stakeholders. • The project includes an Asset Assessment, Needs Assessment, and Conceptual Design in the first phase • The second phase may include High-Level Design, Low-Level Design, and an Implementation Plan • The contract will be with the SNA, and the Hampton Roads Planning District Commission (HRPDC) is assisting with the administration and management of this RFP • An optional pre-proposal conference was held virtually via Microsoft Teams on December 22, 2025
