Dakota County is seeking qualified contractors to provide on‑demand fiber‑optic services for both outside‑plant (OSP) and inside‑plant (ISP) networks. The contract will be a one‑year, non‑exclusive agreement under which the County will issue individual work orders for new builds, fiber relocations, outage break‑fix, and general maintenance. Vendors must submit a rate schedule (hourly, unit rates, etc.) and be able to meet stringent 24/7 outage response SLAs (as fast as 30 minutes for action plans and 2 hours on‑site for critical outages). The County expects contractors to handle design coordination, permitting, excavation, conduit and cable installation, testing, GIS/as‑built updates, material reconciliation, and full documentation. Insurance, compliance with multiple statutes, and adherence to detailed material specifications (conduit sizes, color coding, splice cases, handholes, etc.) are mandatory.
• On‑demand OSP & ISP services: new builds, relocations, emergency outage repair, and routine maintenance.
• Mandatory 24/7 response: critical outage action plan ≤ 30 min, technician on‑site ≤ 2 hr, full restoration ≤ 4 hr.
• Contractors must submit comprehensive rate sheets and be able to provide NTE estimates for each work order.
• Required insurance coverage includes workers’ comp, general liability (≥ $2 M), professional liability, automobile liability, and network security liability.
• All deliverables (testing reports, as‑built GIS maps, material reconciliation) must meet WCAG 2.1 Level AA accessibility standards.
