The State of Arkansas, through ADPHT, is seeking a qualified environmental testing firm to provide comprehensive wastewater sampling, laboratory analysis, and regulatory reporting for more than 30 state parks. The contractor will collect samples on a defined schedule, perform EPA‑mandated analyses, prepare and submit NPDES Form 2E and monthly Discharge Monitoring Reports, and issue non‑compliance notices with corrective recommendations when effluent limits are exceeded. The contract is a sealed‑bid, “all‑or‑none” award with a 12‑month base period and up to six one‑year extensions, requiring ADEQ certification, ISO 9001:2020 compliance, and adherence to Arkansas political‑boycott and immigration certifications.
• Collect and transport wastewater samples from each park according to the park‑specific frequency matrix (e.g., flow 2×/week, lab tests weekly, monthly, or quarterly).
• Perform EPA‑required laboratory analyses (BOD₅, CBOD₅, TSS, DO, FCB, pH, NH₃‑N, TP, TKN, NO₃‑N/NO₂‑N, Oil & Grease, TRC, etc.) and deliver hard‑copy and electronic reports.
• Complete and file EPA Form 2E and monthly DMRs, notify park staff of any exceedances within two weeks, and maintain all records for at least five years.
