Design and Construction of Power Distribution within the County Solid Waste Disposal Complex

Pinellas County seeks a qualified design‑build team to create a resilient, multi‑source microgrid for its Solid Waste Disposal Complex in St. Petersburg, FL. The microgrid will combine power from an existing waste‑to‑energy plant, a new 5 MW floating solar array, and utility service to improve reliability, continuity, and sustainability. The scope includes pre‑construction services (site surveys, geotechnical work, design development, interconnection studies, permitting, value engineering), preparation of a Guaranteed Maximum Price, and full construction (switchgear building, MV distribution, PV inverter installation, safety/quality programs, commissioning, training, O&M manuals, and coordination with Duke Energy for equipment removal). The contractor must provide qualified engineering, electrical, structural, geotechnical, and project‑management personnel, hold relevant Florida licenses, and demonstrate experience with utility‑scale microgrids and related DER integration.
