Description
The City of Salina, Kansas is seeking a qualified vendor to assume full management and operation of its municipal animal shelter. The contractor will be responsible for all administrative functions (licensing, record‑keeping, financial reporting, compliance), comprehensive animal husbandry (feeding, veterinary care, cleaning, exercise), and a full suite of animal‑services programs (adoption, foster care, volunteer coordination, public outreach). A transition plan must be delivered to achieve complete operational control by January 1 2027, with the contract initially set for one year and up to two optional one‑year renewals.
• Provide 5‑day‑week public service hours (≥ 40 hours/week) and maintain Kansas shelter licensing.
• Deliver daily animal care, veterinary services, and maintain facility cleanliness and repairs.
• Run adoption, foster, volunteer, and outreach programs, including a public‑facing website and compliance with local ordinances (e.g., pit‑bull regulations).
