Community Criminal Justice Services

This RFP seeks a qualified provider to deliver comprehensive services and resources for individuals currently involved in, or at risk of entering, the criminal justice system in St. Louis County. The effort is funded in part by the county’s opioid settlement and aims to reduce recidivism, support rehabilitation, and improve community safety. The contractor will design, implement, and manage programs ranging from counseling and case management to job placement and substance‑abuse treatment, working closely with local courts, law‑enforcement agencies, and community partners. • Provide direct services (e.g., counseling, substance‑abuse treatment, mental‑health support) to justice‑involved adults and families. • Develop and operate case‑management and re‑entry programs that link participants to housing, employment, and educational resources. • Coordinate with county departments, courts, and community‑based organizations to ensure seamless service delivery and data reporting.
