Description

The Coconino County Flood Control District is seeking a qualified Construction Manager‑at‑Risk (CMAR) to deliver post‑wildfire flood‑mitigation works on U.S. Highway 89 in the Government Tank Flood Corridor north of Flagstaff, AZ. The selected firm will coordinate design and construction of a large storm‑drain lateral system, utility relocations, berms, concrete inlets, and related site work, working closely with multiple engineering consultants and the District. The effort must start quickly to meet a July 2027 final‑completion deadline, with construction slated from November 2026 through June 2027. The award will be based solely on qualifications; price is not considered in the short‑list stage. • Scope includes design‑assist, value engineering, cost estimating, utility coordination, shoring, storm‑drain installation (5‑6 ft diameter pipes), concrete structures, roadwork, and possible highway crossing improvements. • Required experience: CMAR delivery on large‑scale storm‑drain projects, work in fire‑affected, high‑sediment environments, and ability to manage limited‑access residential sites. • Minimum qualifications: at least five similar projects completed in the past 60 months, proven financial stability, and relevant Arizona licensing. • Pre‑proposal virtual meeting on 10 Sept 2026 (optional but encouraged). • SOQ submission deadline 30 Sept 2026 via the Ion Wave portal; questions due 22 Sept 2026. • Anticipated contract value is a portion of the $19.3 M federal‑state grant funding for the overall flood‑mitigation program.

Budget estimate

$4,000,000 – $9,000,000

The overall flood‑mitigation program is funded with roughly $19.3 million in federal and state grants. The CMAR’s scope (design‑assist, construction management, and execution of the storm‑drain lateral system) typically represents 20‑50 % of total project cost for similar infrastructure works. Assuming a 30‑40 % share, the contract value could range from about $4 million to $9 million. Factors influencing the final amount include the final engineered length of the drain, the extent of utility relocations, shoring requirements in tight residential corridors, and any change‑order work that may arise during the accelerated construction schedule.
