The City of Rialto is seeking a qualified consulting firm to serve as its “one‑shop” technical consultant for the National Pollution Discharge Elimination System (NPDES) Program. The consultant will provide ongoing, as‑needed services that cover design review, regulatory representation, inspection, and training related to storm‑water and wastewater compliance for the city and its constituents. The effort is intended to be continuous, supporting the city’s MS4 (Municipal Separate Storm‑Drain System) obligations, local ordinance updates, and enforcement actions.
• Conduct design reviews, BMP selection, and field inspections for construction, industrial, commercial, and residential storm‑water projects.
• Act as the City’s representative before the County Permittee, Santa Ana Regional Water Quality Control Board, and other regulatory agencies; prepare reports, annual NPDES filings, and fee‑recovery models.
• Perform routine inspections, issue corrective notices, maintain the MS4 database, and provide bilingual (English/Spanish) inspection staff with required certifications (PC‑832, QSP).
• Deliver annual in‑house training on NPDES compliance, storm‑water best practices, and related environmental regulations.
• Support the City’s policy development, ordinance revisions, and enforcement actions, and coordinate with other municipal programs (water conservation, utilities, engineering).
