As-Needed Environmental Services

The City of San Diego’s Stormwater Department is seeking a qualified environmental consulting firm to provide as‑needed services supporting its Municipal Separate Storm Sewer System (MS4). The work includes planning and permitting assistance, mitigation design, on‑call field monitoring, engineering studies, emergency permit preparation, and a broad suite of specialized environmental and engineering expertise. Two identical $3 M not‑to‑exceed contracts will be awarded, each covering a 60‑month performance period, with task‑order issuance based on the City’s needs. • Provide CEQA/NEPA analyses, permit packages, and stakeholder coordination for storm‑water projects. • Conduct hydrologic/hydraulic modeling, BMP design, mitigation monitoring, and emergency response for unplanned storm events. • Deliver on‑call field monitoring, water‑quality sampling, and regular progress reporting; maintain compliance with prevailing‑wage, EOCP, and SLBE/ELBE subcontracting requirements.
