Columbia Tusculum Fiber Project

The City of Cincinnati is seeking a design‑consulting firm to replace its master traffic‑signal communications system with a fiber‑optic network covering the Columbia‑Tusculum corridor. The consultant will perform field surveys, network analysis, preliminary and detailed fiber‑routing design, IP network architecture, utility conflict studies, and prepare a full Plans‑Specs‑Estimates (PS&E) package for construction, as well as provide construction‑oversight services. • Conduct comprehensive surveys of existing signal equipment and master‑twisted‑pair routing. • Develop preliminary and final fiber‑optic routing plans, including IP sub‑network design and utility conflict mitigation. • Produce Stage 1 (Nov 2026) and Stage 3 (Feb 2027) deliverables, culminating in a final PS&E package due Apr 2027. • Manage construction oversight, submittal/RFI review, and change‑order pricing. • Meet mandatory MBE (2 %) and WBE (5 %) subcontracting goals and maintain ODOT pre‑qualification in multiple traffic‑signal categories.
