The Transitioning Gang-Involved Youth to Higher Education (TGIY) program aims to provide gang-involved youth with postsecondary education opportunities that will lead to certification or credentials. The program seeks to empower organizations with demonstrated experience serving gang-involved youth to deliver high-quality postsecondary education and training opportunities. The program has two absolute priorities: (1) projects that work directly with gang-involved youth to help them pursue higher education opportunities, and (2) projects that support workforce development programs aligned with state priorities. The program also has a competitive preference priority for projects that will be carried out by entities identified, designated, or endorsed by a Governor or chief State education official.
Key aspects of the program include:
• Providing postsecondary education opportunities to gang-involved youth
• Supporting workforce development programs aligned with state priorities
• Encouraging projects that integrate or align postsecondary education pathways with Registered Apprenticeships
• Requiring applicants to demonstrate experience serving gang-involved youth and a plan for delivering high-quality postsecondary education and training opportunities
• Requiring applicants to provide a detailed budget narrative and justification for proposed expenditures
• Requiring applicants to submit an application through Grants.gov and follow the 2025 Common Instructions and Information for Applicants to Department of Education Discretionary Grant Programs.
