2026 CDBG Sidewalk Improvements and Gap Infills

The City of Evanston is seeking bids for the 2026 CDBG Sidewalk Improvements and Gap Infills project. The project includes all labor, equipment, and materials for sidewalk improvements, including installation of new sidewalk and removal and replacement of existing sidewalk. Bidders must be prequalified by the Illinois Department of Transportation (IDOT) and present an IDOT issued “Certificate of Eligibility” with the bid proposal. The project is partially funded by the City of Evanston’s Community Development Block Grant Program and is subject to federal regulations. • The project requires compliance with federal labor standards, including the Davis-Bacon Minimum Wage Act and the Contractor’s Work Hours and Safety Standards Act. • The project is subject to the Build America, Buy America Act, which requires the use of domestic content for infrastructure projects. • The project requires affirmative action by the contractor to train and/or hire lower-income residents of the project area and to subcontract with local small businesses.
