RFI No. 3.17.26-POWER-SAL 4.8kV & 12.47kV MOBILE SUBSTATION WITH ABOVE GROUND ENCLOSED EQUIPMENT

The Los Angeles Department of Water and Power (LADWP) is requesting information and feedback from interested parties to assist in obtaining information on various high-voltage mobile substations with above ground enclosed equipment. The RFI aims to survey the industry, determine the level of interest, and gather high-level cost estimates for budget purposes. The project involves the design and construction of a 4.8kV & 12.47kV mobile substation with above ground enclosed equipment. Respondents are asked to provide information on the feasibility of installing equipment on a transportable trailer, trailer-mounted configurations, vibration and shock limitations, seismic design criteria, and safety features. • The mobile substation will be used to maintain reliable electric service to residential and industrial customers affected by the 2025 Palisades fires while infrastructure upgrades are completed for a permanent system. • The proposed mobile substation project is critical for LADWP to accelerate deployment due to long lead times associated with conventional mobile substations. • The RFI is not a competitive solicitation method, and participation is optional. • Respondents are encouraged to submit responses to all or part of the RFI, even if they do not have a current intention to respond to any future RFP or RFQ.
