Description
The City of Springfield is soliciting sealed competitive bids for the design‑build construction of a new 138 kV Alpha Substation (J1610 Project) and associated site work. The contractor will be responsible for civil grading, foundation works, structural steel erection, installation of high‑voltage electrical equipment (circuit breaker, surge arresters, CT/PT units), grounding systems, conduit and cable installation, lighting, security fencing, generator and propane tank integration, and all required testing and commissioning. The project must be completed by substantial completion on July 1 2027, with commissioning ready by September 1 2027.
• High‑voltage substation construction including 138 kV equipment, grounding, and control house.
• Civil and structural work: pad‑ready grading, crushed‑rock surfacing, concrete pads, fencing, and erosion control.
• Electrical work: conduit, cable, lighting, generator, and testing/commissioning; all work must meet OSHA, prevailing‑wage, and minority‑business participation requirements.
• Mandatory pre‑bid meeting on October 20 2026; questions due by October 26 2026; bid deadline November 5 2026.
