Description

The Detroit Public Schools Community District (DPSCD) is seeking a qualified contractor to provide a turn‑key demolition and site‑restoration service for four former school buildings (Post Middle School, Murphy Elementary‑Middle, Stewart Performance Academy, and Pulaski Elementary‑Middle) located in Detroit, Michigan. The contractor must handle all aspects of the project, including permitting, hazardous‑material (asbestos, universal waste, PCB, UST) abatement, utility cut‑and‑cap, de‑watering, structural demolition, debris removal, back‑filling, grading, and final landscaping to a level, grass‑covered vacant site ready for future redevelopment. The work must comply with all local, state, and federal regulations, include a mandatory site walkthrough, and be completed no later than June 30 2027. • Scope covers mobilization, permitting, hazardous‑material abatement, demolition of structures and foundations, utility disconnection, site de‑watering, waste characterization, transport, disposal/recycling, back‑fill with MDOT Class II sand, sidewalk/curb replacement, topsoil placement, seeding, mulching, and watering. • Includes allowances for underground storage tank (UST) assessment/removal at two sites and tunnel termination at a third site. • Mandatory site walkthrough on September 24‑25 2026; pre‑bid conference on September 23 2026. • Fixed‑fee proposal required; all costs must be all‑inclusive (labor, materials, equipment, travel, fees, etc.). • Prevailing wage rates apply. • Contractor must provide 24/7 site security as an optional alternate. • Proposals due electronically by 12 p.m. on October 7 2026; questions due by September 28 2026.

Budget estimate

$5,000,000 – $15,000,000

The solicitation does not disclose a contract ceiling. Based on typical demolition‑and‑remediation contracts for multi‑building school campuses in Detroit, a reasonable estimate ranges from $5 million for a lean execution to $15 million for a comprehensive, fully‑regulated abatement and site‑restoration effort (including allowances for UST removal and tunnel termination). Factors influencing the final amount include the quantity of asbestos/PCB waste discovered, the condition of underground utilities, and any change‑order requests for additional site security or unforeseen subsurface conditions.
