Construction Management for Avenue R Pavement Rehabilitation Project

The City of Palmdale is seeking a qualified consultant to provide comprehensive construction‑management and observation services for the full‑depth reclamation and pavement rehabilitation of Avenue R (25th St E to 40th St E). The consultant will conduct constructability reviews, lead pre‑bid and pre‑construction meetings, manage the contractor’s schedule, oversee material and geotechnical testing, handle traffic‑control and public‑outreach, and ensure compliance with labor‑ and environmental‑requirements through the project’s 60‑day construction period and subsequent close‑out. • Provide constructability review, schedule monitoring, submittal review, and change‑order administration. • Perform daily construction observation, material testing, utility coordination, and traffic‑control inspections. • Execute a bilingual public‑outreach plan (virtual meeting, in‑person school meeting, postcards, website map updates). • Deliver bi‑weekly budget reports, final walk‑through, punch‑list, and as‑built documentation.
