The State of Delaware is seeking a qualified contractor to replace the existing clay‑shingle roof on the Haslet Armory in Dover with a new synthetic‑slate shingle roofing system and new gutters. The work includes demolition of the existing roof, installation of roof deck nailers and plywood, placement of the roofing membrane, flashings, accessories, and all required site‑control measures. The contract will be awarded on a competitive sealed‑bid basis through the Bonfire electronic portal.
• Scope: remove existing clay‑shingle roof, install synthetic‑slate shingles, new gutters, and required under‑layments, flashings, and accessories.
• Required qualifications: attendance at mandatory pre‑bid meeting (April 22 2026), submission of a 10 % bid bond, ability to post a 100 % performance/payment bond, compliance with Delaware prevailing‑wage rates, and provision of multiple notarized affidavits (non‑collusion, drug‑testing, qualifications).
• Schedule: bid questions due May 7 2026; bid submission deadline May 21 2026 1 PM; bid opening May 21 2026 2 PM on‑site.
• Additional requirements: $30,000 allowance for unforeseen conditions, on‑site supervisor at all times, and coordination with a separate state‑contracted abatement firm for roof demolition.
