Solid Waste Services

The City of Cincinnati is seeking a vendor to provide comprehensive solid‑waste services, including front‑loader trash‑container collection, operation of a landfill or transfer station, yard‑waste handling, and tire‑shredding services. The contract will run for a baseline four‑year term starting March 1 2026, with up to three one‑year extensions at the City’s discretion. Evaluation will be weighted heavily toward price (40 %), experience (25 %), proximity of landfill/transfer station to the City’s Neighborhood Operations Division (20 %), responsiveness (10 %) and innovative waste‑reduction technology (5 %). Mandatory subcontracting goals require 12 % of contract value to MBEs and 13 % to WBEs, with non‑compliance potentially rendering a proposal non‑responsive. The vendor must meet extensive insurance, bonding, living‑wage, and trade‑secret handling requirements, and must use only franchised waste haulers.
