General Engineering Services - WPC (2026)

The City of Cleveland's Division of Water Pollution Control is seeking proposals from qualified firms for general engineering services. The scope of services includes design, construction, and rehabilitation of storm and sanitary sewers, wastewater facilities, and other related services. The consultant will be responsible for evaluating and implementing the scope of services, providing deliverables, and managing the project. The City is committed to assisting Minority Business Enterprises, Female Business Enterprises, and Cleveland-area small businesses by providing economic opportunities to participate in City contracts. Proposers are required to make a good-faith effort to subcontract portions of the work to certified Minority Business Enterprise, Female Business Enterprise, and Cleveland-area small business firms. Key services may include: • Conceptual planning • Feasibility studies • Process studies • Economic analysis • Architectural designs • Design and construction of sanitary and storm sewers • Design and construction of wastewater facilities • Project management • Construction inspection • Construction administration The City reserves the right to modify the scope of services at any time before execution of a contract.
