The State of Vermont’s Office of Child Support (OCS) seeks a single vendor to conduct a streamlined feasibility study for modernizing its legacy child‑support case management system (ACCESS). The contractor will analyze the current system, define requirements, evaluate alternative solutions, perform cost‑benefit and risk analyses, and recommend a preferred modernization path that meets federal compliance, improves user experience, and supports efficient case processing. The effort will span roughly one year, with an optional second year for follow‑up work, and will require close collaboration with OCS staff, the State’s EPMO, and IT teams.
