Description
This opportunity is a pre‑qualification solicitation for the City of Philadelphia’s Water Department to identify qualified contractors for a major sewer reconstruction and water‑main relay project on Manton Street (S. 8th St. to S. 7th St.). The project is estimated at greater than $5 million and will require compliance with the City’s apprenticeship, insurance, bonding, and diesel‑emission requirements. Successful pre‑qualified sellers will be invited to a later closed bid solicitation.
• Scope: Full sewer line replacement (brick‑sewer lining, manhole rehabilitation) and water‑main relocation/relay, including excavation, shoring, pipe installation, valve and fire‑hydrant work, and associated roadway restoration.
• Requirements: Submit a pre‑qualification questionnaire, consent & authorization form, and indicate “NO CHARGE” on the quote line item. Must meet Local Business Entity (LBE) and Small Business Enterprise (SBE) preferences where applicable.
• Timeline: Pre‑qualification questions due by 10/29/2026; bid opening (submission deadline) on 10/22/2026; contract performance must be completed within 250 calendar days after notice to proceed.
• Mandatory compliance: 70 % apprenticeship participation, 10 % bid bond, $5 M umbrella liability, $2 M environmental liability, ultra‑low‑sulfur diesel usage, and weekly certified payroll reporting.
