Description
The Tobyhanna Army Depot is seeking qualified vendors to provide ballistic hardware, including screws and nuts, for the Advanced Combat Helmet (ACH) and Enhanced Combat Helmet (ECH). The vendors must be qualified by the Product Manager Soldier Protective Equipment (PM SPE) and must meet specific requirements, including material, hardness, and tolerances. The Government intends to issue Multiple Blanket Purchase Agreements (BPA) to qualified sources, and the BPAs will be established for a five-year ordering period. The vendors will be required to support the Government during inspection reviews of their facilities and must maintain consistent sourcing of all material and tooling utilized for the manufacturing of the hardware.
• The vendors must provide Certificates of Conformance (CoC) for each order of hardware.
• The vendors must maintain traceability for sourcing material, machine tooling, machine lubricants, inspection equipment, and other products that come into contact with the hardware.
• The vendors must operate to and continually improve a Quality Management System (QMS) in compliance with ISO 9001-2015.
• The vendors must be qualified by PM SPE to become a BPA holder.
• The Government will not reimburse participants for any expenses associated with their participation in this RFI.
